Muir thinks not being able to attack people he doesn't like on the street counts as persecution.

    Muir's ilk has become the functional equivalent of some haggard guy on the street pointing at everyone and yelling "YOU! You're out to get me! YOU! You're out to get me! And you! And you! And YOU! You're all trying to kill me! Every one of you wants me dead!!!"

    The only real thing separating Muir from being that guy is I'm pretty sure it's been years since he's actually been on a street corner.
