The one thing that stands out in this strip--other than Muir demonstrating once again that he doesn't get a bit of pop culture--is Sam's self-satisfied boasting over victories that were the result of her being a fictional character whose creator never allows her to face a real challenge.
Yep. Again, as someone who is involved up close and personal with local politics, including county committees and city councils...there is no way a councilwoman would be able to unilaterally make decisions on a whim like Sam does, even if she was the chair of a council. But this is all taking place in Muir's Fantasyland, and he doesn't seem to understand how a collaborative organization works--only the dictatorship of an individual, apparently.
