For those somewhat mystified by this magical "college town" of Teeter, so far as I can tell, it's a fictitious city to go with his fictitious county.
Because I'm pretty sure Muir's never been to Texas. Just imagined it.
Also, was Teeter part of the official Texackistan secession? If it wasn't, will the Owens harpies be allowed to cross the border between their "state" and the rest of Texas? Inquiring minds still engaged in the laughable exercise of attempting to follow the plot want to know.

Really, you've got some free time to spend with the family (which features multiple newborns!) and this is what you're going to do? Go to the next town and troll people you don't know, hoping to get in a fight?
To the second part, fascism needs constant struggles to define itself, and brittle-boned fail fascism usually picks fights that are petty, pathetic and ridiculous. And it usually winds up losing them in the end.
