You know, while some of this is Muir's usual strong-weak opponents who are simultaneously an overwhelming threat and a pathetic bunch of weak degenerates he need not fear, another part of Muir's inability to write credible bad guys is they start from Muir's own complete misunderstanding of how things work and move on from there.
For real. In that sense---understanding how things work, I mean---it's like it's a 12-year-old writing this stuff.
