The Bizarroverse version of all this is so convoluted and confused that I can't keep track of it how it's supposed to work. What "law" would supposedly be broken by Congress subpoenaing the unredacted report?

There are obligations to keep ongoing Grand Jury proceedings under wraps, but the House's subpoena abilities are pretty damn extensive.
