It cannot be overstated how mind-bendingly incoherent this is.

What's most astonishing isn't how nonsensical this is, but how---as with every lunatic idea Muir discusses---the peanut gallery nods nonchalantly and with utter lack of surprise. "Yes, yes, this is utterly expected and typical."
It's a common problem with this sort of conspiracy theory--as people refuse to act as you insist they should, plans become bizarre and intricate to try and match them with what people are actually doing.
