I'd say that I'm not sure he does, but let's be honest, that's part of Muir's eternal belief that the real for true Constitution is that everything his fascist overlords do is legal, and anything to oppose it is illegal, and if what's written down says otherwise, it must be some kind of sinister plot.

Color Revolutions refer to change of government through protest and election, such as happened in Eastern Europe as the Communist Bloc fell apart. There's a paranoid theory among the tankies that these were all just the result of CIA funding, which the Far Right has adopted of late as their inner fascist bleeds through and they start to admit they hate democracy. "Slaves of Vote Plantations'--the imagined welfare recipient who is of course, a poor Black person.
So in essence, the idea is that all the protests and the like are just evil wreckers being paid by Soros money, but they're tracking it all down and soon it will end. Because every time the Democrats win, it's always fake. Only they can ever win elections! So don't worry. This is the moment of ultimate triumph. Really and for true this time.
Life is going to disappoint these people again. Thank god, because they're evil and everything they want is bad.
