My guess is that Muir's crazy Panel 1 Proclamation involves the Democrats voting to include non-citizen immigrants in the count for House Seats. Which is just how that works, and which discontinuing would not in fact advantage red states the way he imagines.
For the scholarly dissertation on Day by Day that I wish some eminent psychologist would write, there should be an addendum consisting of nothing but a list of every Panel-One Proclamation, with annotations.
